Hello Adrian, I think it's traffic policemen's speeding detection radar. Turkish traffic cops use very sophisticated equipment and the fines are very high. It must be one of them.

As far as I noticed from the satellite images there are six of these at LTFM: the one I mentioned above, then there is another on the other side near taxiway E1A, one near A1C, one near the compass calibration pad, and two near apron 1.
